So what is this wonderful object? Is it an expensive sculpture from the newest art gallery? Is it a garden ornament for the industrially minded? Is it a speaker leftover from the Sex Pistols last concert (where the fans were so enthralled by the bands aural stylings that they pelted the stage with beer-bottles)?

No, according to the inventory label on the back this is a bullet catcher from the Amsterdam-Amstelland police, in red. Which raises the enticing question: did they also have one in blue and green?   

It has three suspended thick rubber matts to catch said bullets and an lockable access portal through which you could retrieve your spent ammo.
